it's a bit difficult to wage a real war against a "bogeyman" you created. When you watch "The Power of Nightmares" (available the last time I checked on Google Video), all the stupidities of the "fake war on terror" (like not catching OBL, leaving Afghanistan for Iraq without having finished the "job" there, etc.) make a lot of sense.
It's not by waging a war that the UK solved the IRA terrorism issue.
