You're right about Bush. But what makes you so sure that Gore will run?
I don't know if he'll run or not but I hope he does. This was Andy Ostroy's opinion from ABC News.

I could repeat the same words, but their meaning would be exactly opposite of yours because...
I am confident Bush will not go down in history as the worst President ever, therefore I have an extremely low confidence in the assertion that Gore will be the next President... which is true.
I guess it's all in your point of perspective. Why, out of curiosity, do you hate Bush and what do you like, if anything, about Gore?
I don't like Bush because he has done a really lousy job. He didn't finish the job in Afghanistan because he was so gung ho to go into Iraq, which has been a disaster.
I like Gore because he has done more about global warming as a private citizen than Bush had in over six years as President, and because he was against the Iraq war from the beginning, unlike some Democrats.
